ADVERTISEMENT FOR BIDS PROJECT NO. PSCA #P013; DCM #2021582 TALLADEGA COUNTY BOARD OF EDUCATION

Sealed bids will be received by Talladega County Board of Education at the Talladega County Board of Education Central Office - 106 South Street West, Talladega, Alabama 35160. Bids will be accepted until 10:00 a.m. on September 27, 2022 for constructing the following: Project Name: East Alabama Rural Innovation and Training Hub Debris Removal - A/E# 2364-22, PSCA #P013, DCM(BC) #2021582 A mandatory Pre-Bid Meeting will be held on Tuesday, September 20, 2022 at 10:00 a.m. at B.B. Comer Memorial High School. 801 Seminole Avenue Sylacauga, Alabama 35150. The principal items of for the East Alabama Rural Innovation and Training Hub Debris Removal - A/E# 2364-22, PSCA #P013, DCM(BC) #2021582 consist of cleaning up all of the above ground debris and rubble from the project site. The numerous buildings and structures from the former Avondale Textile Mill have various types of debris that will require varying cleanup techniques. All cleanup efforts shall comply with ADEM Solid Waste Regulations.

One small area of the site has Asbestos Containing Materials (ACM) that shall be disposed of in accordance with ADEM regulations. The existing hardscape areas at or below grade to the adjacent ground topography will remain in- place (concrete and asphalt drives, at grade concrete slabs, footings and foundations, etc.). An estimated 32,500 tons of existing inert rubble and debris materials (brick, asphalt, concrete, etc.) exist above grade on-site. This material will be separated from any steel reinforcement, crushed, screened and stockpiled for future use as on-site fill material. An estimated 4,715 tons of inert material (wood, sheet rock, roofing waste, insulation - not asbestos, etc.) exists above grade throughout the site. This material shall be hauled off to an ADEM approved construction and debris landfill. A small area of asbestos insulation exists in a building onsite requiring removal and disposal in accordance with ADEM's requirements for asbestos abatement and/or demolition. There are miscellaneous erosion control and stormwater permitting items necessary for the completion of this project. The bracket estimate on this project is from $1,200,000.00 to $1,500,000.00. This bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project's complexity and size. This bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award the contract The entire project shall be completed in one hundred twenty (120) calendar days. Liquidated damages will be in the amount of $750.00 per day.

The bids will be opened and read publicly on September 27, 2022 at 10:00 a.m. at the Talladega County Board of Education Central Office - 106 South Street West, Talladega, Alabama 35160. A cashier's check or bid bond made payable to the Talladega County Board of Education in an amount not less than five (5) percent of the amount bid, but in no event more than $10,000.00, must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the contract. Drawings and Specifications may be examined at the office of EEFS Company P.C. at 1930 2nd Avenue North, Suite 150, Bessemer, Alabama 35020. Bid documents may be obtained from the engineer upon deposit of $100.00 per set, which will be refunded on the first set issued to each general contract bidder submitting a bonafide bid, upon return of the documents in good condition within 10 days of bid date. Deposit checks shall be made payable to EEFS Company P.C. Bid documents will be mailed only upon receipt of deposit. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids. In order to submit a bid, bid documents must be obtained from EEFS Company P.C. Only licensed general contractors as required by the Division of Construction Management, (§39-2-4,Public Works Law) will be eligible to bid for the project. The contractor will be required to perform work amounting to at least 30% of the total contract cost with his own organization. Bids must be submitted on proposal forms furnished by the engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgement, the best interests of the Owner will thereby be promoted. The right to reject any or all bids and to disregard any minor irregularities is reserved by the owner.
